1. Why don't my ring sites stay ordered the way I tell them to when
using the ring reordering dialogue?

The ring reordering dialogue performs an "instantaneous" reordering on
your ring sites.  This essentially means that the ordering only holds
true until the next new member site is added to the ring.  Any new
site will be added in the next open ring slot, and NOT positioned
according to the ordering method you chose last.

This is done for various reasons, but mostly because if the ordering
method held true at all times, new sites would potentially cause a
lot of shuffling of the existing order, complicating the new site
addition algorithm, as well as confusing members who are used to a
certain site order.

If you wish to maintain the current ring order whenever a new site is
added, you must log in and use the ring reordering function again.
