<p>
The Volunteer Management System keeps track of volunteers, projects, and volunteers' assignments
to projects. Below you will find descriptions of how to use the main functions of the system. To
get started, after some volunteer registrations, you will want to create a project and assign volunteers to it.

<h4>Volunteer Registration</h4>
<p>
It is intended that volunteers will register themselves. They can do so by navigating to the system and clicking on
"Register to Volunteer" from the menu. If you would like to register volunteers manually, you must log out of the
system and click on "Register to Volunteer" from the menu. <br /><br />
If you are the administrator and you would like to register as a volunteer, you must log in and then click on
"Register to Volunteer".

<h4>Approve Project Manager</h4>
<p>
Every project must have a project manager, and to create a project you must specify a valid project manager.
Volunteers can apply to be a project manager by selecting the "Project Manager" skill when registering or
when editing their skill sets. An administrator must then approve a volunteer's status as project manager
by clicking on the "Approve Abilities" menu item under the "Management" menu, and clicking on "Approve"
next to the volunteer's name. Denying the volunteer's request or revoking a current project manager's status
is also possible on the same page.

Also on that same page, it is possible to upgrade a user to project manager status without going through the
application process. Thus, if the administrator would like to make himself or herself a project manager, after registering
to volunteer, he or she can do so under "Upgrade Non-Applicants".

Note: It is also possible to upgrade a user to project manager or downgrade a user from project manager from the
Administration -> Volunteer Management -> Customizations -> Access Control Modifications page. Select the user
from the drop-down box, and check or uncheck their role as Project Manager.

<h4>Project Creation</h4>
<p>
To create a project, you must be either an administrator or a project manager, and you can do so by going to the "Projects" menu
item and clicking on "Add Project".
</p>

<h4>Position Creation</h4>
<p>
Volunteers are assigned to positions within projects. After creating a project, a position for project manager is already created,
but you must create all other positions for your project. To do this, you must be either an administrator or a project manager,
and you must click on "Add Position" on the project's information page. If you are a project manager, you may only add positions
to your own projects.

Positions are based on a skill from the skill set. You will also notice that positions are assigned monetary hourly rates. This is
only intended for reporting, to give a monetary value on the work that the volunteers have done.

<h4>Volunteer Assignment</h4>
<p>
If you are an administrator or a project manager, you may assign volunteers to projects (only to your own projects in the case of
project managers). To do this, click on "Assign to Project" or click on a project's information page and click on the "Assign Volunteers" tab.

<h4>Modify the Skill Set</h4>
<p>
You may add and remove skills from the skill set by clicking on the "Management" menu item and clicking on "Modify Abilities/Limitations". This is
only available to administrators.

<h4>Send and Receive Messages</h4>
<p>
Messaging between volunteers is provided under the "Messaging" menu item. You can view your inbox and outbox as well as send messages to other volunteers.
</p>

<h4>Reporting</h4>
<p>
You may view reports on volunteer assignments, past and present, retired and active, under the "Reporting" menu item. This is only available to project managers
and administrators.

<h4>Further Customizations</h4>
<p>
Further customizations are available via the Administration menu, where you may add locations, organizations, and access control customizations.
