There are the following general permissions:

- OWNER (all rights and more!)
- CHANGE (change settings and subelements)
- CREATE (create new subelements)
- DELETE (delete subelements)
- AUTHORIZE (grant permissions to other people)

OWNER means all the permissions (including those that might be
introduced after the end of the project :-)

These rights has the following meaning in different contexts:

on programme level:

- authorize persons (AUTHORIZE)
- delete (DELETE)

Inherited rights:

on contact records:

Unpublished materials can only be seen/read by those who have CHANGE permission on
that programme

on the level of controlled vocabularies:
