@param  string $type  (Database Type)
@param  string $dbase (Database)
@param  string $host  (Hostname)
@param  string $user  (Username)
@param  string $pass  (Password)
        This static method determines whether or not an instance of the DB object exists already, and instantiates the object if it doesn't exist, returning the object. The database credentials can be passed to this method, or defined manually as static, private properties of the class.
