User input has to be double checked by PHP

Add to Public Pool must be fixed to retain value when user input 
does not process through after in case the user is returned to the form
when PHP detect an error like duplicate resource name etc.

WHen adding project groupID and UserID values need to be also converted to user names

MAKE SURE TO ADD $limit variable to the conf.php file it will make things a bot easier
